Tier 1 (General) and Tier 1 (Post Study Work), have been withdrawn. Tier 3 has never been activated. There have been changes in guidance, in new forms, and in new fees. Very precise requirements must be met with great care. The PBS delegates some immigration control functions to business and education sponsors, but subjects those sponsors to supervision by UKBA. That supervision can involve penalties, and may seem instrusive. In Tier 2 in particular, the roles of Level 1 user and Authorising Officer, may require clear practical professional advice.
